France: Rafale F5, Combat Drone, and Industrial Breakup in Europe

The FCAS NGF failed over industrial sharing, intellectual property, and military requirements. France is now accelerating the Rafale F5.

FCAS is no longer merely in trouble. Since June 2026, France and Germany have acknowledged the failure of its primary pillar: the New Generation Fighter, the sixth-generation fighter meant to replace the Rafale and Eurofighter. The stalemate stems from several interconnected disagreements. Dassault Aviation wanted to genuinely exercise its role as prime contractor for the NGF and protect its know-how. Airbus and its German supporters refused to let a collectively funded program become, in effect, a French aircraft. Military requirements also diverged: France demands a navalized, nuclear-capable, and independently exportable aircraft. Germany has neither an aircraft carrier nor an equivalent requirement. The Safran-MTU cooperation on the NGFE engine is now threatened. Approximately 2.5 billion euros have already been committed on the French side, but the government considers that most of the technologies will remain usable. Paris is therefore accelerating the Rafale F5 and its accompanying stealth drone.

FCAS Failed on Its Central Element, Not on All Its Building Blocks

June 8, 2026, marked a rupture. Emmanuel Macron and Friedrich Merz noted that Dassault Aviation and Airbus could no longer reach an agreement on the future FCAS fighter. Berlin recommended ending the joint New Generation Fighter (NGF) project.

The full program was, however, far broader than a single aircraft. The Future Combat Air System was designed to combine a crewed fighter, Remote Carriers, a next-generation engine, and a combat cloud sharing data in real time between aircraft, drones, sensors, and effectors.

Not everything is being abandoned. In July, Paris and Berlin confirmed their intention to work on a European collaborative combat standard, featuring open architecture, common interfaces, and secure data exchanges.

It is the joint fighter that is disappearing—and it was the most sensitive industrial piece of the system.

The technical context of the Dassault Rafale helps explain why France is particularly protective of its national capabilities in combat aviation.

The Dassault-Airbus Disagreement Was Primarily About Decision-Making Power

Dassault had officially been assigned leadership of the NGF pillar under the “best athlete” principle. Airbus notably led other FCAS pillars, such as the Remote Carriers and the combat cloud.

The issue was the definition of the word “leader.”

Éric Trappier explained in July 2025 that Dassault had to obtain partner approval for key decisions regarding the future aircraft. For the French planemaker, a prime contractor unable to decide the architecture of its aircraft is not truly a prime contractor.

Airbus defended a different interpretation. The group believed governance rules and industrial workshare had been negotiated between the states and had to be respected. Germany and Spain did not want to fund a program in which their industries would play only a secondary role.

The conflict escalated when an industrial source indicated to Reuters in July 2025 that Paris was demanding about 80% of the NGF workshare. Dassault subsequently denied seeking “80%” of the program. The French claim focused primarily on stronger industrial authority for the manufacturer that already possessed full experience from the Rafale.

The two positions were difficult to reconcile: splitting the workload three ways while giving final responsibility for the result to a single industrial player.

Intellectual Property Struck Directly at Sovereignty

The second conflict was more technical.

In a multinational program, a distinction must be made between “background”—the technologies and know-how each company possessed prior to the project—and joint innovations developed together.

Dassault refused to transfer the industrial recipes accumulated over several decades across the Mirage, Rafale, flight controls, stealth, systems architecture, and weapons integration. For its part, Airbus required sufficient access to data to develop, produce, and support its portion of the system.

A compromise had been reached in 2022: background know-how remained the property of its holders, while jointly created work could be shared according to the program’s needs.

However, the issue resurfaced during the next phase. The more deeply a partner participates in an aircraft’s design, the more thoroughly it must understand its architecture. The boundary between cooperation and transfer of know-how becomes extremely fine.

It is not established, however, that Airbus requested general ownership of Rafale technologies. The conflict concerned the access and usage rights necessary to develop the NGF.

French and German Military Requirements Had Become Incompatible

The industrial dispute also masked an operational problem.

France requires a future aircraft capable of carrying airborne nuclear weapons and operating from an aircraft carrier. This necessitates an airframe adapted for catapult launches, carrier landings, maritime corrosion, and the weight constraints of the future French aircraft carrier.

Germany has no such requirements.

The head of MTU, Johannes Bussmann, emphasized as late as July 2026 that the French project leaned toward a smaller aircraft compatible with naval aviation, whereas the German requirement was different.

This divergence recalls the reasons that led France to leave the European EFA program in the 1980s before developing the Rafale independently.

It directly affects the airframe, as well as the engine.

The Safran-MTU Engine Is Now on the Verges of Shutdown

The propulsion pillar was nevertheless one of the most clearly structured.

Safran Aircraft Engines and MTU Aero Engines had created EUMET on a 50/50 basis. Safran led the overall design, integration, and hot sections of the engine. MTU handled the compressors and support, among other tasks. Spain’s ITP Aero was to develop the low-pressure turbine and nozzle.

This cooperation was intended to produce the Next Generation Fighter Engine.

It is not officially dissolved as of September 2026, but its future is now severely compromised. MTU and Safran indicated they would continue funded studies through the end of September. Beyond that, nothing is guaranteed.

Above all, Safran warned that it lacks the resources to develop multiple competing combat engines. The French group therefore intends to prioritize future French requirements. MTU indicated it might seek other partners if Germany chooses a different path.

The underlying problem is logical: developing an engine together becomes difficult when both countries now want different aircraft.

The Billions Committed Are Not Entirely Lost

The most precise figure was provided to the Senate by the French Minister of the Armed Forces in June 2026: €2.5 billion in French investments have been mobilized over eight years.

About half went toward sovereign developments, and the other half toward cooperative work. Phase 1B of FCAS alone represented a €3.2 billion multinational contract awarded in December 2022.

Yet it would be wrong to call this €2.5 billion “thrown away.”

The French government asserts that nearly all developments can be used to prepare France’s post-Rafale combat aircraft. Research on stealth, digital architectures, engines, drones, and collaborative combat does not vanish with the contract.

What is genuinely lost is harder to quantify: the economies of scale of a joint program, a shared NGF demonstrator, a common engine, and the prospect of an initial market encompassing three major European air forces.

The entire FCAS was commonly estimated at over €100 billion over its lifespan. This figure is not an already lost expense; it represented the potential scale of the future program.

The Rafale F5 Becomes France’s Technological Insurance Policy

France already has its continuity plan in place.

The updated Military Planning Law (LPM) allocates €3.4 billion for the Rafale F5 over the 2026–2030 period. In the summer of 2026, the DGA notified Dassault Aviation, Safran, Thales, and MBDA of preparatory work ahead of the official launch of the standard scheduled for late 2026.

The F5 will be far more than an upgrade to the F4. It is set to receive a new radar, modernized electronic warfare capabilities, higher processing power, new weapons, the ASN4G nuclear missile, and a T-REX engine upgrade aimed at increasing thrust from roughly 74 to 88 kN.

France is thus progressively enhancing the capabilities involved in the Rafale F5 tackling stealth fighters.

The current trajectory plans for an initial trial of loyal wingman drones in 2028, followed by an operational stealth demonstrator in 2035. This demonstrator will directly leverage experience from the nEUROn, the European demonstrator led by Dassault.

The technologies already validated by the nEUROn program and the Rafale F5’s future drone are consequently becoming far more strategic.

The Real Cost of Failure Will Be Industrial Before It Is Financial

The F5 buys France time. It does not by itself replace what FCAS was intended to become by 2040.

Paris must now finance a national pathway toward the sixth generation while maintaining the Rafale, developing an engine, preserving full aircraft design competencies, and creating its own combat drones. Germany will also have to choose between a national solution, a new cooperation, or aligning with another program like the British-Italian-Japanese GCAP.

The failure of the NGF does not mean eight years of innovation disappear. It primarily means that the sharing of cost and risk disappears.

The paradox is stark. France wanted to protect the capabilities that allow it to design a combat aircraft independently. It retains them. But it will now have to shoulder a much larger share of the cost required to sustain them into the next generation.
